DWS bills customers based on the volume of water passing through the meter. Water used intentionally and water lost through a customer-side leak can both increase billed consumption.
Look for a sharp change from your property’s normal monthly usage.

Confirm the account is associated with the correct service location.

Maui County 2026 Water Quality Report
2026 Annual Water Quality Report
DWS published its 2026 report using drinking-water testing data collected from January 1 through December 31, 2025.
The annual report explains drinking-water sources, treatment and monitoring for individual Maui County water systems. DWS says staff conduct hundreds of water-quality tests each year and monitor County systems for compliance with state and federal drinking-water standards.
The County report page lets customers select the applicable water system or service area rather than relying on a Countywide average.

Maui Water Conservation Rules Effective in 2026
Maui County implemented updated water-conservation requirements on March 1, 2026. The rules address water waste, irrigation and water-shortage response.
The County’s conservation guidance states that potable-water irrigation restrictions and the irrigation schedule apply at all times, regardless of whether an official water shortage has been declared.

The County explains that daytime heat and sunlight increase water losses from evaporation and evapotranspiration.

The March 2026 conservation ordinance includes irrigation restrictions that apply whether or not DWS has declared a shortage stage.
Can start or end
DWS may separately declare shortage stages based on supply, demand, weather, reservoir conditions or system disruptions.
DWS ended the Stage 1 Upcountry Maui shortage and Stage 2 West Maui shortage effective March 16, 2026 following heavy rainfall. A later May 18 DWS water report continued to note those shortage declarations as lifted.
