Compton Water Shutoff & Delinquent Account Rules
The Water Department continues to publish a formal Discontinuation of Service Policy describing delinquent-account notices, payment arrangements and water shutoff procedures.
60-day delinquency protection
The published policy states that water service is not discontinued for nonpayment until an account with a balance greater than $15 has been delinquent for at least 60 days.
7-day telephone attempt
The policy calls for a reasonable, good-faith attempt to contact the customer by telephone at least 7 days before anticipated disconnection.
$10 published charge
The policy states that an account balance over $15 can receive a $10 late charge when payment has not been received by the close of business on the 21st day after the regular bill is generated.
The City’s published shutoff policy says notice information includes the delinquent amount, payment deadline, process for requesting a payment extension, bill review/appeal and information about alternative payment schedules or amortization agreements.
The City publishes the policy in English and multiple additional languages through its Water Department documents page.

Why Your Compton Utility Bill Is More Than Just Water Usage
The City’s utility-billing page explains that the monthly bill can contain multiple components, including water, sewer-related charges and waste fees.
| Charge | What it means |
|---|---|
| Water Service Charge | Fixed monthly charge based on meter size that contributes toward water-system operating and maintenance costs. |
| Water Usage Charge | Metered water units multiplied by the applicable water rate. |
| Utility Users Tax | A voter-approved 10% assessment based on the water service charge and water usage charge. |
| Water Improvement Charge | Fixed monthly charge funding water infrastructure work such as main, well and reservoir improvements. |
| Sewer Improvement Charge | Charge based on water usage that supports sewer infrastructure improvements. |
| Waste Fees | Charges connected with the City’s contracted waste-hauling services. |
The City’s billing guidance states that the property owner is responsible for unpaid water bills and other incurred charges whether or not the utility account is in the owner’s name.

Compton Water Bill Suddenly High? Check the Meter
Compton reads water meters monthly. The City also provides a simple meter test customers can use to investigate possible continuous water flow.
-
1
Turn off all water use
Stop indoor and outdoor water use, including faucets and water-using fixtures.
-
2
Locate the meter
The City says a residential meter is usually located between the sidewalk and curb under a cement cover.
-
3
Watch the low-flow indicator
If the indicator moves when all intentional use is off, water is still passing through the meter.
-
4
Check private plumbing
Inspect toilets, faucets, irrigation and other plumbing for leaks before assuming the bill is caused by the meter.
The City’s meter-reading guide explains that one full revolution of the sweep hand represents one cubic foot of water passing through the meter.
Leak responsibility
City Water Line vs. Customer Water Line
Main to the Meter
The City’s FAQ says Compton is responsible for the water service line from the mainline in the street up to and including the water meter.
Meter to the House
The City’s FAQ states that the customer is responsible for the water service line from the meter to the house, along with maintenance of any private pressure regulator.
The City’s FAQ tells customers to call the Water Department immediately at (310) 605-5524.

Utility Users Tax Exemption

Compton Water Rates — Verify Before Calculating a 2026 Bill
The City’s current Water Rates webpage divides customers into seven categories: single-family residential, multi-family residential, commercial, industrial, municipal, irrigation and fireline.
The page currently displays several rate figures labeled as beginning July 1, 2014. Because the article is intended for 2026 users, confirm the rate actually applied to the current bill with Customer Service rather than calculating a 2026 obligation from an older effective-date table.
Current Water Rates
Use the City’s page as the starting point and call (310) 605-5524 if the rate shown on your bill needs explanation.

Compton Water Quality & Source Information
Compton’s municipal water system serves approximately 80,000 people through about 14,500 service connections and includes approximately 156 miles of water pipe.
The City says drinking water is primarily groundwater from the Central Basin, supplemented when needed by imported Metropolitan Water District supplies originating from the State Water Project and Colorado River Aqueduct.
The City’s distribution system is designed for flexibility, so source water can change during emergencies, drought or other unusual operating conditions.
The California drinking-water reporting system identifies the City of Compton Water Department as PWS CA1910026.
