Protecting potable water

Cross-Connection & Backflow Prevention Program

Mattoon operates a Cross-Connection Control Survey to identify potential plumbing connections that could allow contaminated water to enter the City’s potable water system during a low-pressure event.

SURVEY Cross-Connection Form

Customers provide information about plumbing conditions that can create a back-siphon risk.

RPZ TESTING At installation + annually

RPU-style RPZ/backflow devices are not self-certifying; Mattoon says required devices must be tested by a Cross-Connection Control Device Inspector.

Backflow device owner?

The City states that required backflow prevention devices such as RPZs must be tested when installed and at least annually thereafter by a qualified Cross-Connection Control Device Inspector.

Mattoon IEPA Lead & Copper Survey

The City’s current Utilities page provides an IEPA Lead and Copper Survey for water customers.

Why complete the survey?

Official verification

Sources & Editorial Notes

Editorial verification standard

This guide separates Finance Department customer-account functions from Public Works water-system operations. That distinction prevents customers with a bill problem from being routed to the Water Treatment Plant and customers with a main break from being routed only to billing staff.

The current City Water Rates link was also reviewed. Because the rate document available through the City’s site is labeled 2025, this article does not incorrectly present those values as newly adopted 2026 rates.

The August 2026 harmful-algal-bloom test information is time-sensitive. Check the City’s current Public Notices page for results posted after this guide’s review date.
