Bartlesville Water Department: New Service Connection 2026

Bartlesville Water Department: New Service Connection & Account Setup 2026

Bartlesville, Oklahoma • New water service 2026

New Accounts Must Be Opened In Person at Bartlesville City Hall

If you are moving into a property that already has a City water meter, the City of Bartlesville requires the new utility account to be established in person at City Hall, 401 S. Johnstone Avenue.

Bring your service address, driver’s license, Social Security number, lease/rental agreement or proof of ownership, and required deposit. The City says account setup normally takes about 10 minutes.

Water can typically be connected the same day when the account is established before 1 p.m., but same-day activation is not guaranteed. An adult resident must be present when service is turned on because an open faucet could cause property damage.

A new physical water connection is only necessary when the property does not already have an approved City service connection.

How to Apply for Bartlesville Water Service

  1. Confirm the property already has City water service

If the home has an existing City meter and has previously received municipal water, you normally need a customer account setup rather than construction of a new service line.

  2. Go to City Hall in person

New accounts must be established at 401 S. Johnstone Avenue, Bartlesville. The City’s current instructions do not offer ordinary first-time account setup entirely online.

  3. Bring the required identification and occupancy documents

Have your driver’s license, Social Security number, lease/rental agreement or proof of ownership, and service-address information ready.

  4. Pay the required utility deposit

Residential deposits are risk-based. Commercial deposits depend on meter size.

  5. Request the connection date

If the account is established before 1 p.m., the City says water can typically be connected that day, although same-day service is not guaranteed.

  6. Be at the property when service is activated

The resident must be present when new service is turned on because water could damage the property if an indoor faucet or plumbing fixture was left open.

Plan for about 10 minutes at the new-service window.

That is the City’s published estimate for establishing the account when you arrive with the required information and deposit.

After the first account exists

Set Up Bartlesville eCARE Online Water Access

eCARE does not replace the initial in-person application.

New utility accounts must first be established at City Hall. Online registration is for accessing an account that already exists.

  1. Wait until you have City account information

The first-time online registration process uses information from an existing Bartlesville utility bill.

  2. Have the account and meter numbers

The City says first-time users need a recent utility bill showing the account number and meter number.

  3. Enter the account name exactly

Use the customer name exactly as it appears on the utility bill and provide an email address.

  4. Watch for the password email

The system sends a temporary password. Check spam or junk folders if the message does not arrive promptly.

  5. Log in and personalize access

After the first login, change the assigned password and use the account to review billing, water consumption and meter history.

Know the first bill rules

Bartlesville Water Billing After New Service Starts

Monthly Billing

The City issues utility bills monthly. Water and sewer charges are consumption-based, while sanitation depends on cart size.

Due Upon Receipt

The City’s Water Service FAQ states that bills are due upon receipt.

20-Day Past-Due Point

A bill becomes past due 20 days after the billing date, at which time the City states that a 10% penalty is added.

Never reconnect a disconnected City water meter yourself.

The City’s current billing page warns that customers disconnected for nonpayment must contact Utility Billing to reestablish service. Unauthorized self-reconnection can result in prosecution for theft of services and destruction of City property.

10

Already a Bartlesville customer?

Moving to Another Bartlesville Address

Deposit Can Transfer

The City’s current Water Service FAQ states that a utility deposit can be transferred to a new local address when a customer moves.

Contact Utility Billing before moving so both the old and new service dates are handled correctly.

Do Not Assume Online Address Change Starts Water

The City provides separate forms for address changes and termination of service, but a new local water-service activation should still be coordinated with Utility Billing.
