Open Service Requests and select either Disconnect Service or Transfer of Service.

How to Restart Minneapolis Water Service
Pay the Full Balance
If water was shut off for nonpayment, the City states that you must pay the total balance due and contact Utility Billing Customer Service.
Schedule Restoration
If the water was turned off for another reason, make an appointment with Customer Service.
Minneapolis states that it will restore water service within 24 hours after the balance due is paid and the customer contacts Utility Billing.
A Water Release Form must be completed before the City turns water back on, including when the customer will not be present at the property.

For residential properties with three or fewer dwelling units, December–March sewer usage is based on actual water consumption. From April–November, Minneapolis generally uses average winter consumption so outdoor water that does not enter the sewer does not automatically increase sewer charges.
