  1. 1

Confirm the City of Callaway serves the address

Do this before paying a deposit, especially if the property is near city limits or has unusual water/sewer arrangements.

  2. 2

    Determine the service type

Identify whether you need ordinary house service, irrigation, sewer-only, commercial, temporary or a transfer of an existing account.

  3. 3

    Complete the correct application

Callaway provides a New Customer Service Application for residential accounts and a separate commercial form.

  4. 4

    Prepare valid photo identification

The City accepts qualifying photo ID such as a driver’s/state ID, military ID or passport.

  5. 5

Provide proof of occupancy or ownership

Use a signed lease, proof of purchase, qualifying sales agreement or realtor-related documentation accepted by the City.

  6. 6

    Clear old Callaway utility balances

The City’s application packet says an applicant with a past-due balance from prior City utility service must pay that balance before a new account can be processed.

  7. 7

Pay the deposit and current account charge

For standard house service, budget at least the currently published $250 deposit plus the newer $40 non-refundable account charge unless Utility Billing gives you a different amount.

  8. 8

    Confirm the service-start date

If you need water the same business day, complete the process as early as possible and verify that a work order has actually been issued.

Your refundable money

When Does Callaway Refund a Water Deposit?

Deposit paid Account opened
Payment history Maintain account
Eligible refund City policy applies

Callaway’s published utility policy says a customer’s deposit can be refunded at the end of the first two-year period in which the customer has had no past-due penalties.

If You Close the Account

If the deposit has not already been refunded, the City applies it first to outstanding charges. Any remaining credit is refunded after final billing.

If You Move Within Callaway

The published policy allows a deposit to be transferred to another City service address when the previous account is brought current and applicable transfer conditions are satisfied.

Always give Callaway your current mailing address.

Utility policy says refund checks are mailed to the last known address on file. Update your forwarding address when closing or transferring service.

07

Turn-on timing

Can Callaway Water Be Connected the Same Day?

REQUEST WINDOW 8:00 AM–3:00 PM Monday–Friday, excluding holidays
CITY POLICY Same day offered But not guaranteed

The City’s current “How to Open an Account” page says same-day connections are offered, but not guaranteed, for requests handled between 8:00 a.m. and 3:00 p.m. Monday through Friday, excluding holidays.

Increase the chance of timely activation

  1. Apply early. Do not arrive close to the 3:00 p.m. cutoff if water is needed that day.
  2. Bring every document. Incomplete applications cannot move forward normally.
  3. Pay the required deposit and account charge.
  4. Ask whether the account is fully created.
  5. Ask whether a field work order has been issued.
  6. Verify whether the technician will turn the meter on or only unlock it.
Make sure faucets and plumbing are secure before activation.

Callaway warns that if the technician turns on the meter and discovers water running at the premises, the technician will turn it back off but leave it unlocked. If another technician trip is later required to turn the meter on, the City currently lists a $10 service/reconnection charge.

08

Application choice

“Unlock Meter Only” vs. “Turn On Meter”

The Callaway utility-service application asks customers to choose between Unlock Meter Only and Turn On Meter.

Option A

Unlock Meter Only

The utility leaves the meter accessible for the authorized customer-side action permitted by the City’s process.

Useful when:
  • You want to inspect plumbing first
  • Property has been vacant
  • You are concerned a fixture may be open
  • Repairs were recently performed
Option B

Turn On Meter

The City technician attempts to activate the water during the service call.

Before choosing:
  • Close all faucets
  • Check toilets
  • Inspect exposed plumbing
  • Make sure no appliance line is open
Vacant home?

If you do not know the plumbing condition, ask Utility Billing which activation option is safest for the property.

09

Short-term account

Callaway Temporary Water Service

Callaway allows temporary utility service for qualifying vacant properties for up to 7 days.

Who may request it? Owner / management / authorized party
Maximum period 7 days
Deposit? Non-refundable temporary fee instead

Common qualifying purposes

Cleaning
Construction
Inspection
Appraisal
Renovation

The City says the temporary-service fee includes up to 1,000 gallons of water and sewer usage plus one collection day of solid waste for qualifying residential dwellings inside city limits.

Temporary Service Application

A valid applicant photo ID is also required. Callaway says temporary-service documents may be handled in person, by mail or by email under its current instructions.

The City’s utility disclosures tell customers to expect monthly billing and to contact Utility Billing if a bill does not arrive.

Not receiving a bill does not eliminate the due date.

Callaway’s payment rules state that failure to receive a bill does not excuse penalties. Keep your contact and mailing information current.

Drop boxes are located behind City Hall and near the Public Works building. Do not place cash in the Public Works drop box.

14

Avoid interruption

15th 15% late penalty

Payment must be received by 5:00 p.m. to avoid the published penalty.

25th $50 delinquency fee

Payment must be received by 5:00 p.m. to avoid the delinquency charge and service interruption.

Reconnect Balance in full

If service is interrupted for non-payment, the current published policy requires the total account balance and applicable fees.

Online payment after disconnection is not the last step.

Callaway tells customers whose service is disconnected or due for disconnection to speak with a Customer Service Representative at (850) 871-6000 after using online payment options.

Reconnection timing

The City’s current Service Reconnection page says payments made after 3:00 p.m. are subject to reconnection on the following business day.

Moving locally

Transfer Service

Callaway provides a Transfer Service Application. Published policy allows eligible deposits to transfer when the prior account is current.

Leaving Callaway

Close the Account

The account holder must tell Utility Billing to close the account. A non-payment shutoff does not automatically close it.

Give Forwarding Address

Remaining refundable deposit credit is mailed after final-account reconciliation when applicable.

Do not simply move out and stop paying.

The City’s current billing sheet says an account holder remains liable for base rates and usage until the account is formally closed.
