The City’s water-service agreement states that payments may be made at City Hall and identifies cash, check, qualifying credit/debit cards and automatic bank payment among available methods. Current processing rules or fees should be confirmed before payment.

How to Start Water, Sewer & Refuse Service
Carbondale provides separate online service-connection forms for residential and commercial customers. The City’s current new-resident guidance recommends submitting the request at least three days before the connection is needed.

The City notes that although municipal sewer service is provided to residents, some properties can receive water from a separate water district. In that situation, the customer may need to establish service with both utilities.
Moving out
How to Stop Carbondale Water Service
The City advises customers to contact the Water/Revenue Office when they move. Customers can continue to be billed through the date service is actually disconnected.
- Call (618) 457-3265. Tell the Revenue Office you need to terminate service.
- Provide the service address. Use the exact address shown on the utility account.
- Give the requested disconnect date. Do not assume a lease end date automatically closes the City account.
- Provide a forwarding address. Ask where any final bill or account correspondence will be sent.
- Confirm completion. Verify the account has actually been closed after the requested service date.
The City’s service forms specifically warn customers to request disconnection when moving because billing continues through the date the service is disconnected.

Check whether the entire property is affected and whether neighboring properties also have no service.
Water Main Break
Report the street, nearest address or intersection and describe where water is surfacing.
Sewer Backup
Avoid contact with wastewater and report an active municipal sewer emergency to the hotline.
Call 911 when flooding, damaged infrastructure or another utility incident creates an immediate threat to life or safety. Do not enter a washout, flooded electrical area or unstable roadway.
High usage & bill adjustment
Carbondale Water Bill Suddenly Too High?
Carbondale’s water/sewer code includes an unusually specific process for customers who believe a bill is too high. A customer can request an investigation orally or in writing.
Potential high-bill adjustment
Under the currently published ordinance, when the investigation finds no negligence or fault by the customer and that account has not received an adjustment during the previous 12 months, an adjustment may be made.
The ordinance describes the adjustment as 50% of the charges on the high bill, but the adjusted amount cannot be below the customer’s average bill or applicable minimum bill.
How the ordinance calculates history
The published rule uses average consumption over a six-month period from the previous 12 months of billing history.
If sufficient history is unavailable, the Finance Department may establish an average consumption for the account.

Hardship option
Can You Get a Water Bill Payment Plan?
Carbondale’s published billing-adjustment ordinance allows an installment agreement when appropriate hardship circumstances exist, even when a bill adjustment itself is not granted.
The ordinance states that during the agreement period, the customer pays the scheduled installment plus the regular monthly utility bill. Missing required installments can affect continued service.

The City’s online bill-pay area provides a separate reconnect-fee process for customers whose service has been interrupted for nonpayment.

Can an Unpaid Carbondale Water Bill Become a Property Lien?
Yes. Carbondale’s currently published utility code provides a lien process for qualifying unpaid water/sewer balances.
60 days
An outstanding utility balance can be deemed delinquent when it remains unpaid within 60 days of the billing due date.
Over $100
The published ordinance states a lien will be filed against real estate with an outstanding balance exceeding $100.
At least 14 days
The code calls for notice before filing, including the amount due and information about bill-adjustment procedures.

Carbondale’s utility ordinance separates the bill into a monthly account charge and a consumption-based water rate. Wastewater service has its own charges.

The City ordinance requires water rates to be updated annually beginning May 1, 2026 using prior-calendar-year CPI guidance, subject to a 6% annual cap. Contact the Revenue Office for the exact rate currently applied to your bill.

New Water Tap vs. Opening an Existing Account
Opening customer service
If a home or business already has a City water connection, use the residential or commercial service-connect process.
The normal residential account deposit listed by the City is $100.
Water tap / sewer connection
A new tap is a construction/utility connection project and has separate deposits, actual installation costs, permitting and zoning requirements.
Do not confuse a new-service customer deposit with a new physical tap deposit.

The ordinance says actual connection charges cannot be less than the City’s cost for materials, equipment rental and labor. Final costs can therefore differ from the initial deposit.

Carbondale Water Quality Report 2026
Carbondale publishes annual Consumer Confidence / Water Quality Reports explaining the source of drinking water, treatment, detected substances and comparison with state and federal drinking-water requirements.
The City’s utility profile identifies Cedar Lake as an approximately 1,800-acre City-owned lake and reports multiple treated-water storage facilities throughout the system.

The City’s Water Quality Reports archive currently lists the 2026 report as its most recent item, along with reports from prior years.

Source-water protection
Where Carbondale Drinking Water Comes From
The City identifies Cedar Lake as its primary raw-water source. An older City Reservoir serves as backup supply.
Carbondale continues water-quality monitoring at the Cedar Lake intake in accordance with Illinois EPA requirements. The City also performs watershed and shoreline projects intended to reduce sediment and nutrient loading into the lake.

The City has advised customers experiencing temporary discoloration after distribution work to run a cold-water faucet until the water becomes clear. If the condition persists or an official advisory is issued, follow the current City instructions.

Illinois’ Lead Service Line Replacement and Notification Act requires community water systems to develop inventories identifying water service-line materials.
Carbondale asks residents to help identify the material on the private, resident-owned side of the service line through its Lead Service Line Survey.
